Mission Statement: The Building Inspection Department issues building construction permits and performs inspections leading to the final Certificate of Occupancy (C.O.). The department assists in plan review, permitting and on-site inspections. It ensures that the construction phase of the development process meets the expectations of the community for the overall public health, safety and welfare through the administration and implementation of applicable codes and ordinances.

Goals: Provide responsive and effective plan review and inspection services through building codes for the health, safety and welfare of the community. Improve the safety and appearance of the city by encouraging compliance with local codes and ordinances through public information. Adhere to the goals of the City's Master Plan. Communicate and cooperate closely with all other city departments. Support employee training to maintain and improve technical and professional skills.

Who can pull a permit?
Licensed contractors may pull permits upon registering with the city. All work must be done by a licensed contractor who is registered with the city, otherwise, homeowners may pull a homestead permit if planning to do the work themselves.


Building Permits
Once a building permit application is completed, it must be approved by the Director of Planning and Zoning. Commercial buildings also require the approval of the Fire Marshall. For new structures or additions, please include a complete set of plans with the application showing the floor plan and proposed location on the property, specifically the distance from property lines and other buildings. Permit Fees
All building permits are based on the value of the job. Varying factors determine the fee for all other permits, so inquiries may be directed to 903-654-4870.


Inspections
Permits are required before an inspection can be made. Only the licensed contractor may call for an inspection, except when homeowners have done their own work.


ONCOR Gas & Electricity Inspections
ONCOR requires that an inspection be made before turning on gas or electricity. This applies to all new services and when service has been temporarily disconnected for any reason. All new homeowners and businesses must make application with ONCOR before receiving first-time gas or electrical service. Call ONCOR Customer Service to apply, 800-460-3030.


Other Inspections
